The former was some years ago confiscated by the

Imperial authorities for wrongful acts on the art of the lessee, but the latter has been appropriated by the Republican authorities for reasons of which no satisfactory explanation

has ever been furnished to me.

It need not be emphasised that in the eyes of all impartial persons the position of the Kwangtung Government is thus a very invidious one: through the Canton Cement Works

it is carrying on a cement business and by sequestrating all supplies of stone it debars the Green Island Company from

carrying on theirs. Can this be described as equitable or

in accordance with friendly feeling ? I accordingly venture to think that on consideration of the above facts you must admit that the only way in which compensation can be made for damage inflicted is the arrangement suggested in my despatch

of October 13 last.
